Solid Waste Management Services is a rate-based program where residents pay fees for the services they receive based on the size of their garbage bin. The volume-based rate structure was designed to encourage residents to divert as much as possible away from landfill. Residents with the largest garbage bins pay the most and those with the smallest pay the least.

Solid Waste Management Services fees pay for much more than just residential garbage collection. They pay for unlimited collection and processing of recycling, yard waste, organics, oversized and metal items and electronics. They also fund city-wide litter collection, Community Environment Days, street and parks bin collection, drop-off-depots, perpetual care of closed landfills and more.


You can opt out of waste collection services temporarily while renovating, demolishing a house or travelling (6 months or more). During your absence the City will remove your bins. Once you are ready to resume service, you will need to opt back in.


Residents can change the size of their garbage bin by calling 311 or making a request online. A fee of $26.42 will be charged when upsizing your garbage bin. When moving, bins remain property of the City and must stay at the property.


To minimize the impact of the removal of the rebates on low-income ratepayers, a Single-Family Residential Low-Income Relief Program was created. The program offers assistance to seniors or persons living with a disability who have a household income of $50,000 or less and either a small, medium or large garbage bin or bag-only collection. The City of Raleigh Solid Waste Services provides all single family households with a complimentary recycling cart and garbage cart. The 95-gallon roll carts are delivered to your home when you set up water service with the City.


Household refuse may include garbage, rubbish, and kitchen wastes, such as discarded food or food residue and paper used for wrapping the same, animal wastes, and minor household items. It shall be well drained of all liquids. It shall not include yard waste, materials from construction or razing of buildings, waste from any manufacturing process, or hazardous materials defined by Federal, State, or local law, rule or regulation. Refuse does not include materials intended for recycling.


All refuse placed curbside for pickup must be in city approved prepaid bags with stickers or carts. Approved stickers are available at the Waste Management's office and at major area retailers. A prepaid bag may be placed in a covered garbage can for pickup, provided all refuse is contained by the prepaid bag and the bag is tied. All bags shall be tied and each filled bag shall not exceed 30 lbs. Only 5 bags allowed per pickup. The property owner is responsible for damage to bags resulting from dogs, cats, rodents, birds, etc. During winter months, refuse must be placed at ground level. Any garbage or recycling placed on top of a snowbank will not be collected.


Residents making use of curbside pickup shall place their approved containers between the sidewalk and curb, or between two and four feet from the edge of the roadway in areas where there are no sidewalks or curb. Containers shall be placed in front of the owner's property (as much as possible) and in a location accessible to collection equipment. If utilizing the cart system, please place carts next to each other, about three feet apart with the handle facing the home. During winter months, refuse containers shall be placed in a driveway opening or some other established opening in the snow bank at ground level.


1. These collections are for brush, leaves, grass clippings and garden debris only. NO garbage is allowed. All collected material will be composted. Material is not to be placed curbside more than one week prior to pick up date. Material MUST be placed curbside prior to 7:00 a.m. of the scheduled pick up date. If crews are ahead of schedule, they will return on your scheduled day to collect.


More than 1.5 million, heavy duty plastic 96-gallon garbage carts with tight fitted lids often referred to as super carts are supplied free to single-family residences and apartment buildings of four units or less. These free carts, combined with the rodenticide we strategically place deep inside rat burrows, are the key reasons for the decline of rats in our city.


Twice-a-week garbage collection (Monday and Thursday) for the Barrier Island, including Pelican Island, will begin the week of prior to Memorial Day and ends Labor Day. Tight-sealing: We looked for trash cans with tight-sealing lids and minimal gaps, to keep odors in and fruit flies out. That said, we had a hard time finding trash cans without some sort of hole in them. Some bins have cutouts for handles, and others have openings on the bottom of the can. In most cases, the holes were blocked when placed against a wall, but we did our best to find trash cans with minimal gaps or holes on the outer can. We also included a couple of lidless in-cabinet models in our tests in 2020, because we wanted to have an option for those who store their trash under the sink by necessity, due to space limitations.


The iTouchless SoftStep 50 Liter Stainless Steel Step Trash Can is one of the few manually operated bins sold by iTouchless, makers of an array of automatic trash cans. The lid on this can will hit the wall behind it, and it makes a weird noise that almost sounds like a rainstick when it closes. The lid also gets in the way when you remove the inner bucket, which makes fitting bags more difficult.


After testing the Simplehuman Butterfly Step Can in 2014, we learned that it can be very awkward to scrape things into bins with this design. In our later updates, we opted not to test trash cans with butterfly lids.


Richmond Hill's current waste limit is three bags or items per collection - furniture items count as one item each. If you have more than three items you must use garbage tags for extra items to be collected.


New waste bins are available for in-person purchase at the Operations Centre (1200 Elgin Mills Road East) and at the Main Municipal Offices (225 East Beaver Creek Road). Damaged or broken Richmond Hill labelled blue boxes (22 gallon only) and green bins (12 gallon only) can be exchanged for free at the Operations Centre only.


Bins must be picked up within five years from the date the owner took possession of the home. If more than five years has passed, the homeowner must pay for the bins.Resale home purchaseResidents that purchase a resale home where the recycling and organics containers are not left behind from the previous owner are responsible for purchasing new bins for collection.


Garbage is collected every other week. If your household has one bag of garbage per week, the smallest bin (20-gallon size) will work for you. If your household has more than 2 bags of garbage per week, you may need the largest bin (90-gallon size).


Your garbage roll cart will be provided by your garbage and recycling company and is included in the cost of service. Customer-provided garbage cans are not allowed. Existing customers who provide their own garbage container will be switched to roll carts to decrease risk of injury to garbage collection staff.


Weekly collection of recycling and compost is included in the cost of garbage service. Your garbage company will provide you with a 60-gallon blue recycling roll cart, a 60-gallon green compost roll cart, and a yellow rectangular bin for glass.


If members of your household use adult diapers or other incontinence supplies, and your household meets the income eligibility requirements, you can apply for additional garbage service at no cost. Increased garbage service means increasing your current garbage cart to one size larger or adding an additional 35-gallon garbage cart.


If it is difficult for you to transport your waste bins to the curb on collection day due to a health condition or disability, you can request that the waste collection driver pick up bins from your driveway or yard and return them after emptying.


Set out bins by 6 a.m. and remove them within 24 hours of pickup. Your garbage and recycling company will arrive at your house between 6 a.m. and 5 p.m. to empty your garbage, recycling, and compost carts. Because collection route schedules can change, be sure containers are out by 6 a.m.


If you live in a duplex, triplex, or fourplex that has signed up for non-curbside service, don't put roll carts on steps, decks, or patios that are more than three feet above ground level. Roll carts must be placed in an area where they can be accessed by the driver without going up or down stairs.


If your bins were set at the curb by 6 a.m., and the garbage company did not empty one of your bins, contact your company within 48 hours of the missed collection. The company must remedy the missed collection within 24 hours of it being reported.


Contact your garbage company to get a cost estimate and pick-up date for appliances, furniture, large branches, stumps, and other big items that are too large to fit in your garbage bin. Call at least a week in advance of when you need the item picked up. Do not set items out on the curb until the scheduled day.


These guides show what items are allowed in your garbage, recycling, glass, and compost bins. Attach them to your refrigerator, tape them to the inside of a kitchen cupboard door, or post in your garage near your bins.


Your garbage, recycling, and compost bins should have labels on the lid that show what items are allowed in that bin. If any of your bins' labels have become too faded or worn to easily read, contact us to request new stickers to place over the old labels. 041b061a72
